Actually, I've never heard of anyone thinking of charging someone to link to them - when what you want are as many people as possible to link to you - with or without a banner - actually text links hold more weight with se's - banners are usually better advertising.

So, I'm not sure of your purpose - but I think you need to rethink what you want to do.
