You can install a free phpbb2 forum (just follow the 2-3 step process). There is phpbb3 with more features, but you have to install this manually (manually as in download the files, upload to the server, create database, and install).
This forum is running vBulletin, and involves the same manually setup process, but also costs money to purchase a license
