It is quite possible (though enough complicated) using a database and Ajax. It works much the same as the shopping carts categories / subcategories dropdowns (when you select a category, the subcategories combobox is automatically populated).

I don't quite understand the last part: you mean that the zip combobox should also be populated with the zip codes of the selected area ? If yes, it is also possible.
