Blue Voda will allow you to create the WEB DIRECTORY with your distinct design throughout .... and any CMS script (Joomla suggested above all others, for a lot of reasons) will come with all the neat little "pre-optimization" tools everyone drools for.
Personally, I think there is some confusion of what the terminology means to you: Web Directory is simply that, a "listing" in any shape or form, but I think you infer much more than you are letting on: you don't need a "script" to design a Directory, but a well-defined PLAN and PROCESS that makes it functional as expected. Blue Voda will allow you to build one from scratch just the way you want, with any or none of the tools you prefer.
