The iframe page shouldn't need them - but if you published as php - why use the iframe? If you used php you can do the navigation, etc without needing an iframe.
And that iframe is probably why you aren't getting the site indexed correctly (remembering your other thread now). Iframes can cause this type of problem.
The navigation is not in an iframe. The content is in an iframe.

The iframe isn't considered your page - so no, you don't put meta on that page.
Well, I'm not sure HOW you're doing your page - but this is what Google shows if I ask for your pages cached text - so I'm guessing this is what the spider that crawled the page was seeing:

What's you're recomendation for an alternative way to display the website. It is heavy on graphics as per the clients vehement desire (not mine). Load time on a 56K is 12+ seconds.

On my other website that has page 1 listings the index page is an .html with no frames.

None of those pages should be a problem with load time - they are NOT that graphic heavy. And those graphics could be optimized. The iframe won't make it load faster - as the pictures still have to load whether in an iframe or on the page.
I suggest you try to redo the pages without the iframe and see the difference.
PHP or html pages won't make a difference to the load time - and you don't need to do php pages to do those iframes. But I wouldn't change the page types - I'd try doing the home page without it and see if there's any difference time-wise - shouldn't be. But then we can look to see if they can be optimized any better.
I have set up another folder with all pages saved with no iframes (except my contact us due to the length of the page) and saved as html. I changed all of the links to reflect the change also. That only took about 45 minutes.
The graphics are actually one large image with it "squeezed" down as much as possible in PSCS with out losing quality. However it is still 44kb.

I republished the website with all html pages and realized that I was going to have problems because my links were set to different color properties on the iframes. I have republished using the iframe version until I can figure out how to solve the links problems. I now have 2 complete websites ready to publish.
I looked under the "styles" option for my links but there were no options there.

Figured out the editing of styles. I take it that you have to set up a style# for each page? It's not possible to carry style1 (f.e.) from page to page?

I finally figured it out. I took some shortcuts (not so) with the URL's and left out the www.
Without that in place the sitemap generators cannot see the URL's.
