If I add a movie to my site, and in the background it plays music which I lifted off a CD (Laura Brennighan and Neil Diamond) may I do this, or will I be liable for royalties?

You'd be liable for royalties. Most music has a copyright, even radio stations pay out to play the songs etc..

Since you cannot prove that the origin of the track you are using is not from a file-sharing platform or other tracked distributable (movie track, captured broadcast, etc.), ASCAP will find you in violation and has the capability of making you pay estimated retroactive royalties and/or shutting down your entire website.
