File uploading is included in the forms features in BV. However, this will only upload the picture file on a predefined directory of your site. To make these files accessible (and visible) for your visitors, you should then create a page with a link (and maybe a thumbnail) somewhere in your site. If, on the other hand, you want a full gallery where people can upload pictures anth then be immediately able to see them, you have to install a photogallery, like Coppermine, and, entering the administrator page, set the privileges of your visitors, so that they can upload pictures themselves without signing in.
