Can i build a website where other people whith a password upload or add thier own images on it?

Yes.. you can do this with scripting. There are programs in fantastico that have prebuilt scripts or you can search and install your own on bv. In BV form maker you can run a form for a template that allows an upload but I dont beleive it automatically POST the image.
