how do i add a flashing banner or a flashing symbol with a link to a pdf file?

Depends what you mean.

Do you mean a banner where the image changes? Here is an example Its not flashy but rotating images. It can be anything, any size. In BV on the left look for Ad Banner Rotator. Make sure the images are the size and you can set the speed to create a flashing effect.

You simply link it to the pfd's url.

Upload the pdf via BlueFTP to the server and the url will be something like this

http://www.mysite.com/mydocument.pdf
