No. In-Line frames are specifically formatted to present one destination page at a time, with or without navigation in the destination page itself: the pages will change within the iFrame, but you cannot hope to navigate from iFrame to iFrame.

You are missing the logic here entirely .... if you want to 'change pages' why not simply create static web pages and link them normally? If you are trying to iFrame another site entirely as your own, you will not get the normal appearing or functional navigation you are looking for. People will know there is something wrong, and that the site does not "work" like it should ...
