Generally speaking, if it only has to be mobile friendly but not mobile exclusice, you need to use (almost) only text, lightweight pics, if any, reduced page size.
Usually sites where access is to be expected mainly from mobiles, are built with these in mind, and with specific webbuilders or HTML editors.Navaldesign
