Default Pop-up or Roll over help messages for site links

Hi

I need to know how to either create a text rollover or a pop-up help message for my site. For Example:

I have links to various sites on my website. When a user puts his mouse on it I want a little explanation box/balloon to appear explaining what it is and it must dissapear when the mouse is removed and must not interfere with their ability to click on the link.

Kimsirvine,
Some automatic popups or mouseover popups become irratating to visitors. Another method is to place a small '?' icon next to the link and use the BV popup to set the icon link as a popup.

Eg. BlueVoda Website Builder

The icon link can include alt text ("click to find out more...") and on click, it will popup with the additional info.
