Can I just publish my index page? And come back later to add links and pages. Or should I have it all done when I publish?

I think you should publish your index page, and put some kind of message on it, like "under construction" and then work on it and republish as you get more done.

You can publish as you go.
Users get frustrated when links dont work so do as Liz suggests.

Is this a professional site or personal? If it's a professional site, publish your first page but DO NOT use the term "under construction" and do get text with the keywords your site will be using onto the page right away.

Links not working won't bother the se's and no one is going to find your site to begin with unless you give them the url to get there. But getting se's to find it sooner, rather than later, will help you in the long run.
