In general- yes. Html and Php can be used together on web page.
However- you must do it in the correct manner so as to avoid errors on the page.

In most cases you HAVE to put html code in a php page, even if it is created through php commands. It allowes for better formatting. As a rule, for those who are not limited to static pages, the pages should be published as php, even if there is only html code in them.
