I am getting this message when Itry to send.Ok for receiving but don't know how to fix outgoing,please help

I have read and re read your thread can't see anything wrong in my setup is it possible for someone to check it for me,is ther anything I haven't done in c/panel? i have followed outlook express tutorial to the letter but still can't send.
