Using anchors between different text boxes

Is there a way to link a text box to another within the same web page? I tried to use an anchor, but it would not recognize in the other text box. It would only show up if I linked within the same text box.

Anchors should work regardless of the location on the page. The only problem I can see is if the anchor target is already within screen view and is already as close as it can get. (ie if you have an anchor target at the very top of your page, and the anchor is half a page away from the top
