Chinese language garbled in preview mode

I have just made webpages in Chinese but in the preview mode the characters are all lost and resemble codes rather than characters. I enabled the unicode for creating the text on the page as recommended by a previous post but its lost on preview. Can anyone advise how to fix this problem please.
