You have to make a FLASH MOVIE, or an ANIMATION, using the appropriate software to create them.

Yes active x which is flash and javas, or an animation software.

You do not need special animation software.
I used the Banner rotate command in Blue Voda to create the effect you saw on the website mentioned [it is in the left hand toolbar]
check www.whatkidswanteurope.com and look at the top right hand logos
