It all depends on what you want them to do for you. Some seo's will say that if it warrants it's own website - then do a sub or even better yet, do an add-on domain. And those will say if it doesn't, then they should be pages within the same website.
It's really up to you.
What you don't want to do - is use sub or addon domains to create "mirror" sites because you think that will help with se's. That won't.
Optimizing one site is hard enough - but optimizing multiple sites for the same thing will be more difficult because you are competing them - whereas adding pages onto your site will give the one site more credibility and help it.
