Your site must have an extension. Like.... .com ?
Believe it or not I went through this, so don't feel bad.
Go to "My documents" (or "Documents and Settings/Owner") and you will find Blue Voda Website Builder program. To make life easier, send the folder to your desktop.
Double click on folder, open it. There will be a page (empty space, surrounded by toolbars on top and on left).
When prompted, open a new page.
This is where you start building your website. Approach it like "test page".
Write a text on it (like: home), bring a navigation set on it, etc.
In Page Properties, name it " index " That's it.
Go to File (upper left section), save page as..., again " index " (Just:index)
Go to File, click Publish. That's it.
Navigation, etc. we'll deal with next time.

On the bottom of this "empty page" (any BV page that you're working on there are the links to: Tutorial, Forum, C-Panel, etc.

GO TO TUTORIALS AND VERY ATTENTIVELY FOLLOW THE INSTRUCTIONS!!!

    CORRECTION!
The path to Blue Voda Website Builder is NOT as I stated above but as follows:

    C:/Program Files/Blue Voda etc.

Open B V Web Builder, click on the BV symbol (big gray arrow pointing downward). Double click - open. Or click - send to...Desktop (Shortcut).
The rest of the instructions are the same.
Double click on BV icon - open. Open a new page....
    Follow through
