Is it possible to use BVSB to create pages with cyrillic letters text?

I've tried but failed. Attemped also in UTF-8 character set. But it resulted in a series of unreadable symbols.

I thought that all the encoding options are solved in one place - that is in "Page properties...".

And one more: I browsed the created page through the preview option (pressing preview button) since there was no a possibility to publish the page on my desktop - after 100000 times savig the page and attempting to publish the program notoriously suggested "first to save the page". Is it the program bug or something else?
