do i have to use votahost as my host in order to build and publish a website with bluevota.

Yes you do, and in my personal experience you could not do better than vodahost. I actually had another host when I discovered the Blue Voda site builder. I thought the site builder was the best so I changed my hosting to vodahost and have never regretted that decision
