Thread: How Do I Add Links to Jump To A Certain Part Of The Page?

I am developing a manual of some sort so my webpage is going to be very long. What I want to is have one of those webpages that has an index at the top and whenever you click on a link, it will shoot you directly down to the part of the webpage that you want to see. Similar to this webpage:

How do I achieve this?
