I thought I could build the site beforehand and not worry about publishing until ready? How can I build the site (before paying to publish) if some of the scripts I need are located on the cpanel?

You can download BlueVoda or build your site on Dreamweaver or any other applications. When you're ready to publish you can sign up and publish your site to the server and off you go!
