Install Adsense Script

Hello all. I am new here; in fact this is my first post! I am trying to install a script to my web page. The script prevents adsense click fraud. I have read the instructions, but I'm still having trouble. The gentleman I bought the script from said I need to install the default php.ini file in my public_html directory. I’m new at all this, so any help/guidance would be much appreciated.

Google already have this system in place. You paid for this script??? There's your fraud!!

The script prevents others (mainly competitors) from clicking on your ads multiple times. After one page impression, the ads won't show up anymore.
