How to build another login name in cpanel?

I have a vodahost account right now. and I want to setup a new login name for my friend and set the Management authority for him. but I have not found the place to set it in the cpanel. anybody has suggestion for this? thanks!

You cannot do this and its against TERMS OF SERVICE to HOST or RESELL hosting for someone elses website on your account.
