Default Adding admins to the site.

I probably have overlooked it, but how is it that I grant administrative rights to a user? (For assistance in site design/maintainance)

Through the FTP Manager?

Welcome DA admin

Go into ftp manager in your Cpanel and you will see:

FTP Accounts
With the FTP account utility you can control FTP accounts for your users or if your account has sub-domain support you can add FTP accounts for your sub-domain(s).

Will that allow another person the ability to make changes to the website itself, or just to manage/upload files?

What I am trying to do is grant administrative rights to my partner(s).

The host account only came with one Master account name and password, I want my partners to have the ability to publish (using BlueVoda) directly to the website.

Do I need to share the information, or can three persons have "master" accounts?

There is only one master account which can manage several websites
contained within that account.

If you only have 1 domain then you can either grant Full access or partial access ie to sub directories.

the choice is yours.....
