I really don't know what I am doing at all.This is my first time here...but anyways..When I click on the bluevoda icon, a page comes up that appears to be for creating a web page but none of the tool bar icons are highlighted as to be able to use them.Why is this ?

Hi, try clicking on main menu>File>New Page>Blank Page & start from there. This may help as well. Good luck.
