Is it possible to control the look and feel of a paypal site more so then the basic backgroun color and banner change options paypal offers in their business profile options.

I have a template that all of my pages use and I would like to enforce that template on the paypal shopping cart.

Not that I am aware of, however, you could use maybe something like mals cart, which you can give a feel to the visitor that they are still on your website. The cart accepts paypal payments. oh and it's free too. There are others that do this too, this is just one I have used.
