Is anyone aware of any free software apps for vendor ranking (same as what is on e-bay)

No.
Because it is a "feature" that depends on a database of Users as well as Vendors (people have to be registered to 'vote' or 'Review'), the site foundation needs to be integrated with the overall functionality, and the complications of creating a DB and scripted solutions that will work properly simply outweigh using a CMS type of foundation that already has these features written into them.

For instance, Joomla or Mambo (both CMS site-builders available to VodaHost customers for Free via the Fantastico! panel) already have Polls, "Reviews" and other User Group Management tools (Vendors would be a User Group) that would allow you to do what you want without any complicated coding or configuration.

It's really pretty easy to get what you want without straining .... just have to make the move!
