I have changed IP's and now my outlook will not send email using my Voda email accounts.

I receive this error:

The connection to the server has failed. Account: '3-ngardner - voda', Server: 'mail.nutmegdesigns.com', Protocol: SMTP, Port: 25, Secure(SSL): Yes, Socket Error: 10060, Error Number: 0x800CCC0E

I can receive all of my emails from all of my accounts, i just can not send. I have followed the video for setting up outlook but still did not help.

can someone help?
