Is there such a thing as a local-cgi, so that I can 1st test out Forms etc., from my PC, without having to up/download pages to Host. And then when I am satisfied, upload it all?

You would have to install the necessarily software on your computer such as IIS (assuming you are running windows) and apache. Basically turn your computer into a web server.
You are probably better off finding a program that you can do the editing of your cgi files with that also has a FTP built in so you can save directly to the server.
