I saw a website that required that you enter your name and email to enter. It this done through a php script that is associated with a form?

This is a login script associated to a registration form. Once a visitor has registered, his login info is stored (either in a database or a text file) . The next time he visits, after he enters his info in the login form, the script will see if his info is already in the stored data and will allow him to enter, or will redirect him to the registration form
