i have made a project for freelancers to work on for me ,and i decided to go with freelancer (coresystemsidia ) and try him out for the $15.00 on my project (video & music talent Agency etc.), but i would like to know how do i award/Give him the project ? and also how can i make my payment sucure safe transfer, and also how do me and him comunicate so that i can give him more specs, and details,so that we can keep in contact with each other about the progress of the project etc? and also i do not have a pay pal account , can i make an safe transfer with out it?

and also what does( status frozen) on here mean because i think i made a boo boo when trying to give my project to the freelancer (Coresystemmsidia) which i still havent been able to do?
