Now When I publish I get #550 error can't change directory to public_html:
no such file exists.
When I log on I am not trying to change public_html it already appears in window.
What's wrong?

Did you by any chance delete the public_html folder?
You can recreate it with the build-in FTP manager (Tools|FTP Manager)

PS Just took a look do I do the following:
Tools/FTP Manager
Connect
Create new file: public_html
move (www->public_html) into new file ?
No, you need to create a new folder called public_html
Right click on the remote folder view and select New Folder.
