Thread: need help

just wondering do i have to have an ip address to get a control panel, if not how do i get my control apnel to come up because every time i click on control panel it wont show it just gives me a list of ip addresses that arnt mine because i dont have on. and i also am just wondering how much it cost to regester a site.
