I don't think there is a user limit, just bandwidth and a certain % of the CPU sable can't be exceeded. Anyway you cannot honestly expect to run a website with 100,000 simultaneous users for under $10 a month. You will definitely need to get a dedicated server for that amount of users. (I believe vodahost offers dedicated servers by request, I don't know the pricing)
