An basic image is just to display an image, and image map is used to create points on the image, each point can be a link, alt text, execute javascript, etc.

like what facebook does hey? u load in a pic of you and your friends and section off your friends and create links to their profile. I imagine it is used for maps mostly? is that right?

Not really, theres any number of possible uses. Ive only used it about 4 times, never for a real map.
The name image MAP comes from the fact your map (or create borders on) an area of the image, not necessarily because a map is an image.
