this is my first website, never done this before. When i publish, does that mean whatever i have on the bluevoda webpage creater will appear on the site online?

Whatever is on your page(s) when you hit that publish button will appear online yes.

Usually 1 second after publishing is completed.

If you mean , how long does it take for you to be on the search engines, that all depends on several factors, the main one being on how good your website is and how good you are at submitting it to the search engines.

I published it and nothing happens, i got my domain at *******.com. it says successfully published, but nothing new happens to the page, just the same old ads from *******. what do i do?

A new domain/website may take as long as 24-72 hours to propagate on the Internet.
I take it that G o d a d d y is where the domain is registered? You must point your domain to the server/IP#'s that were given to you in your "Welcome" email from VodaHost.

refresh the page by pressing F5?
