Thread: Setting up a Timezone Tool

On my website, I'm trying to set up a timezone tool that allows me to see lets say 12:30pm london and what time that is in Pacific Standard time. What I pretty much want to do is set up where the user can put in a start time and an end time. It then translates that to me via a form in PST. I have no clue how I should even start this endeavor. If someone could help me that would be great.
