Hello, I have some questions and I hope you can answer theme.

I am interested in building a website where users can rate services. How can I enter ratings function to my website and track these ratings?

What function can I bring to the website that provides addresses, Phone numbers and names of different employers in the US?

The Website will also enable users to enter there information. For example, name, address, Phone number etc...?

The website should look something like www.apartmentratings.com.

Where you be able to built such a website or direct me to someone that could?

Well if you want them to just RANK or Rate your sevices.. theres rate scripts.. just google them. You will need to know some html to integrate them to your site.

To bring a list of the employers in the U.S. you will need to find a database of these and display it like an rss feed, or create your own database.

A form will enable users to enter their information.

Check the freelancers room, several of this could build this for you.
