Hi I have already one website with BV and just about to create a 2nd. I want to use a domain with .co.nz so could purchase a domain name from a site in nz but how do I transfer a domain name into BV and do I need to pay another fee?

Buy your domain in NZ & then from the control panel at your NZ domain provider's end, point it at your VH server IP that you publish your site to at the moment.
There is no charges from VH for this & you can have as many domains as you want using Vodahost. But you either pay VH for one of there domains, or in your case, you will have to purchase in NZ & point it at your VH server because you cant get NZ domains outside of NZ. (I believe)

yes u can purchase it outside of the NZ, most likely even from VH.
