Question index file PR vs Domain PR

my domain http://www.westpenndentalcenter.com just got PR1 assigned to it.
However all my links in my website are pointed out to my index file which is
    http://www.westpenndentalcenter.com/index.html
    Here is the problem:
My domain name has PR 1 b/c I have a lot of blogs linked to me, but my index file is PR 0 b/c all the links to actual index.html comes only from whithin my website.
    My question is:
Should I ramake my website links to http://www.westpenndentalcenter.com/index.html instead of index.html
    or
should I start posting on blogs with backlink http://www.westpenndentalcenter.com/index.html
    ???
    thank you in advance

Just as a note: Your home page should always be just ---- http://www.westpenndentalcenter.com

So I should have all links in my website set to: http://www.westpenndentalcenter.com instead of index.html right?

Correct! The SE auto looks for the index page as a 1st job, so its not needed in the links.
