Ok what if my friend creates a site like for downloads he only put the other websites where to get the download he doesn't upload anything form his computer nothing is that illegal ? cause you are not doing anything you are just posting other sites contents so is it ?

There is no law against sharing information as long as you aren't sharing files.

No, it's not illegal to just provide links. That type of thing is protected by the First Amendment.
