How do i broadcast a live event on the internet?

YES, you can.

You need to have Software like "Active Webcam" installed in your PC. Most of them has Wizard on how to configure with your server.

Caution:
-takes huge bandwidth (if not set properly)
-make sure you don't save captured images as they will finish your server space.
