There's no reason why you cannot design their website on your pc. They will need their own hosting account and will need to give you their login, password and IP No. so that you can publish it.
Make sure that you keep all of their stuff in a seperate file within BV then you won't get it mixed up with your own. When you have finished you should be able to zip up the folder and send it to them so that they have all the pages and images etc.
