Google Search by Geographic Location

Hi
my website has been indexed by google and comes up in the web search results but doesn't come up in New Zealand search.
I have changed the geographic target in the google webmasters tool but it still hasn't changed.
I was wondering if this is due to my hosting and should I change it.
Any one please any advice?
