enlarging photos that are too small

How do I enlarge a picture that is too small. I found a free public picture that I want to use but it is only 47x44 px and I need it to be larger. Pixresizer only lets me make a picture smaller, not larger. Is there a program that lets me enlarge a too-small picture?

Probably can't, but all depends on the image format .. likely jpg or .gif or even png ..these cannot be enlarged, they will distort .. best option is to find a new image or use it in it's original size as you found it ..
