Ophir,
.jpg is a picture. It has no url. It should reside in your pc or a website online.
If it is your own, it should be in your pc and any computer can open it.
Xp has the Windows photo viewer and editor. So Does Vista, Win7 Mac.
Otherwise U can download this free photo viewer..........

A.jpg does have a url if you've published it.
