I want to build a site on my computer first with links.

How can I link pages to my computer? Next, how can I upload the whole site with links operational?

You can build your site on your own computer using BV. But your sites internal links wont work until you are live on the web. It would save a lot of work if you at least get a domain to let you complete the sites links. This will be a free domain for 1 year if you sign up to vodahost.
